Who was US president at the time of the Battle of the Black Sea?

As seen in "Black Hawn Down". Unfortunately, though the US Army won the battle, they lost the war - Clinton pulled the US out of Somalia afterwards, wasting the efforts of the US Army in Mogadishu. Note that the name of this battle has nothing to do with the Black Sea that borders S.E. Europe and S.W. Asia.
